BPCL’s Andhra Refinery and Petrochemical Project Moves Closer to Construction

Bharat Petroleum Corporation Limited’s proposed refinery and petrochemical complex in Andhra Pradesh has moved a step closer to implementation after the Expert Appraisal Committee under the Ministry of Environment, Forest and Climate Change recommended environmental and Coastal Regulation Zone clearances for the project.

The greenfield complex is planned near Ramayapatnam Port in Nellore district and is expected to have a refining capacity of 9 million tonnes per annum. The project is estimated to cost around ₹1.03 trillion and will occupy approximately 5,200 acres.

The planned product mix includes around 5.4 million tonnes of transportation fuels such as petrol, diesel and aviation turbine fuel, along with approximately 3.2 million tonnes of petrochemicals. The complex is also expected to produce polypropylene, PVC, low-density polyethylene, phenol and acetone.

The project includes plans for green hydrogen and renewable-energy zones as well as a marine crude-oil terminal linked to Ramayapatnam Port.

BPCL has indicated that around 30% of the project area will be developed as greenbelt. The project is also expected to require significant power and water infrastructure, including a desalination plant for freshwater supply.

The environmental clearance recommendation removes an important procedural hurdle and brings BPCL closer to beginning construction activity at the site.
