NLC India’s agreements with IPICOL cover a proposed 3,200 MW thermal power plant, mineral processing and exploration of coal gasification for fertiliser production.
NLC India Limited signed three memorandums of understanding with the Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL) on 22 October 2026, outlining proposed power and mineral processing investments totalling approximately ₹37,000 crore.
The largest proposal is a 3,200 MW ultra-supercritical coal-based thermal power plant, comprising four 800 MW units. With a potential investment of ₹35,000 crore, the project is expected to generate employment for approximately 4,000 people.
A second agreement covers a beach sand mineral processing facility, with a tentative investment of ₹2,000 crore and potential employment for around 500 people.
Under the third agreement, NLC India will examine the technical feasibility of coal gasification and synthesis gas production for possible use in fertiliser manufacturing.
The agreements were signed in Mumbai in the presence of Odisha Chief Minister Mohan Charan Majhi. The proposals remain at the MoU and feasibility stages; the announcement did not specify commissioning timelines.
